Year End 2008 Snapshot of Andover, MN Home Sales Statistics



The good news about Andover real estate in 2008 is that homes in Andover are selling once again. The statistic for closed sales shows the number of homes sold was up 16.6% in 2008 over the previous year. The bad news is that the average price has dropped significantly as well. An average sale in Andover is just under $250,000. This is probably due to the fact that fewer high valued homes are selling anywhere in the Twin Cities metro. Another trend for this Anoka County community is that time on the market has increased by over 20% with homes staying on the market an average of a month longer. This bodes well for home buyers as Andover affordability is way up! It would be a good time to consider a purchase as sellers are looking at continued competition with a steady amount of homes coming on to the market and longer market times.

Happy First Anniversary to “The Parlour” in Andover/Ham Lake--A Dream Come True

A year ago last summer, I was in my favorite Blaine hair salon getting my hair expertly cut and colored by my stylist and friend, Jill Jarvi. As she worked to make me look my best, she told me she was about to embark on her dream of opening her own salon and boutique. It was going open before the end of the year in the Ham Lake/Andover area. Her excitement and drive was evident as she described her dream of an upscale, full service hair salon for women and men. And by the fall of 2007, her dream had come true.
The Parlour is in a word, beautiful! Located in a brand new building just west of the Hanson/Bunker Lake intersection, it is convenient too. Luxurious fixtures and surroundings with style make one feel welcome from the moment you walk in the door. It is a northern oasis for pampering at very affordable prices! The staff is always dressed professionally and greets everyone as a special guest.

Guest comfort is important to Jill. At her previous salon, the old chairs were poorly designed and uncomfortable for clients to sit in for long periods of time while hair processed with a perm, color or foil. (I know because I had actually hurt my lower back and was in severe pain requiring several months of therapy from these old chairs.) This is no longer an issue at The Parlour! Every piece of furniture was selected with the guest in mind. The chairs in the hair washing station are adjusted via remote and glide soothingly into several comfortable positions.

Stylists were hand picked by Jill with the same care and consideration. When the Northern Escape Salon closed last spring, Jill interviewed several of the stylists and selected only a handful of the most talented that would embrace the essence of The Parlour. I have had the spoken with several of these stylists and they are very enthusiastic about their opportunity to work in such a dynamic environment.

Now after surviving the first year in a slow economy and the major construction at the corner of Hanson and Bunker Lake Blvd, The Parlour has something to celebrate! Jill, being the wonderful person that she is, has generously offered an Anniversary special of 50% of any service to a first time guest. She was telling me about this special and I offered to get the word out on her great new salon in the Ham Lake/Andover area. And yes, you can even request the owner herself and receive the deal. Dispute Resolution—Understanding Arbitration in Minnesota Real Estate

This past week I received an email from a reader of my blog who was upset after receiving an arbitration ruling that did not go in his favor. He had read one of my past posts What is a Septic System? How does it differ from a city sewer system? He and his wife had recently purchased a home in Andover, Minnesota and filed for arbitration after discovering a significant problem with their septic system and that the disclosure forms their received were incomplete.

The arbitrator ruled in favor of the sellers, agent and broker and the frustrated homeowner doesn’t understand how this could have happened. He strongly cautioned me to never let my buyers agree to arbitration. I don’t know all of the details of his situation but he was obviously frustrated with the system.

Fortunately, I have not had any clients with outstanding disputes following closings that lead to arbitration or litigation. When clients on both sides of the transaction take the time to:

  • Disclose all defects in the home
  • Perform all inspections
  • Opt to purchase warranties if necessary
  • Review all documents
  • Discuss any and all aspects of the home honestly and thrououghly
Then buyers have a good understanding of what they are purchasing and the limitations of the existing home. Good honest disclosures will prevent most disputes.

If you are considering buying or selling a home in Minnesota will be confronted with the question, “Do you agree to arbitration?”
It's a tough question as most clients do not understand the system they are agreeing to when they receive the disclosure form. Disputes can arise in real estate transactions, so understanding the process of arbitration is essential prior to sitting down to sign the purchase agreement.

When we purchased our first home, prior to my becoming a Realtor, I remember the explanation of the arbitration system given by our real estate agent. “It’s an inexpensive alternative to the legal process and frankly anyone who doesn’t agree to it is a fool as an attorney can cost thousands more.” We couldn’t wait to sign the form.

As a Realtor, I am more diligent when explaining this arbitration system. Though I am not an attorney and cannot give legal advice, I am required to explain this document to my clients. Here is a synopsis of what I say when I explain this form:

“When there is a dispute after the closing, buyers and sellers can choose to arbitrate or litigate for a resolution. By signing the arbitration form, you give up your right to litigate and agree to binding arbitration. Though parties can hire an attorney to assist them with the process, they cannot take their case to a court; they must file a request for arbitration. After the arbitrator makes a ruling, all parties MUST comply with the findings of the arbitrator.”
In Minnesota, the arbitration system for residential commercial property is Construction Arbitration Services (CAS). In reviewing the CAS website, I discovered that hiring a team of arbitrators is not inexpensive. While for small situations under $3000, the fees are relatively low, starting at $250 for one arbitrator to review documents, the numbers are significantly higher for larger claims. If you want to speak with the arbitrator to present your case, the cost jumps to $650 on a case under $3000.
For the situation described above, one arbitrator for a three party case would be $1,200-$1,500 and hiring a 3 member panel would be nearly $2,500! The party bringing the claim would be required to pay the amount upfront for the service and would only receive reimbursement if the decision was in their favor. The arbitrators are not employees of CAS but are neutral third-parties trained in dispute resolution and could be anyone of a number of trained professionals from a variety of backgrounds.  


So what should a buyer or seller do when confronted with this form, sign or not sign?

Again, I cannot give legal advice but a popular option is to decline signing at the time of writing the purchase agreement. This is not an outright refusal to ever agree to arbitration. It is a way to keep your options open in the event a dispute arises. This way a buyer or seller could chose to hire an attorney, file for arbitration or present your case to a small claims court judge if need be.

Anoka County Landscape is Forever Changing...Along with Everything Else!

I had the opportunity to travel through Andover and Anoka today, heading to Ramsey, Minnesota to pick up a real estate sign for a just-listed townhome. The summer afternoon drive through Anoka County was beautiful and I was struck by how much has changed in my life as well as through out the area since moving to our home in Ham Lake ten years ago.

At the corner of Bunker Lake and Hanson, I noted how much development had progressed. It was amazing that the once car graveyard/auto parts place that was an eyesore on the corner had been transformed into a storage area. As I headed west down the road, I noted that the huge open field had been replaced by a new Andover Target that seemed to pop up from nowhere next to the Festival Store. There are many short cuts through Ham Lake and Andover. I usually stick to Crosstown rather than going up Bunker Lake Boulevard so we hadn’t noticed these stores that have been around for awhile.

About this time, I remembered my cell phone that was charging on my counter at home.

Funny. When we moved up north from the city, we owned one cell phone and had it for emergencies. If it was forgotten at home, no one thought about it twice. Now, I had to tell myself to relax and enjoy our trip without answering the ringing phone. I do have voicemail after all!

So I admired the countryside as I drove to pick up the new sign. After installing the sign at my
new listing in Blaine, (It’s a townhome; no big post signs allowed here!), we headed back to our acreage in Ham Lake.

It is amazing how quickly our communities and lives change. Blink and you will miss it!
